Terms of Reference
  • To act in the name and on behalf of the Town Council, the powers, functions and duties thereof in accordance with the provisions of the Town Councils Act. Decisions requiring Town Council’s approval will be subsequently ratified by the Council.
  • Review and approve the recommendations of the sub-committees.
  • To be responsible for the appointment and performance appraisal of the managing agent of the Town Council.

  • Review with the Town Council’s management, external and internal auditors the adequacy of Town Council’s policies and procedures regarding internal controls
  • Recommend appointment of auditors and review the findings/observations by internal/external auditors for Town Council’s compliance with applicable laws, regulations and codes of conduct
  • Ensure that avenues to raise concerns for possible fraud, financial and/or other non-financial irregularities that may adversely affect the Town Council are in place for independent investigation and appropriate follow-up action
  • Review interested party transactions as surfaced through the audit process and perform audit check on suspected irregularities on the contractors tendering for Town Council projects/
  • Review with the Town Council Management as and when issues of effectiveness of controls are discovered through the audit process
  • Review the adequacy and effectiveness of the internal audit function at least annually

  • Set the Town Council performance objectives of the year with Chairman & EXCO.
  • Inculcate performance driven culture in the Town Council.

  • Conduct monthly/quarterly reviews with Management Agent together with the respective Committee Chairmen/Vice-Chairmen.
  • Report quarterly performance to the EXCO & Council together with action plans from Management Agent on areas of improvement.
